A BID to replace a former Southminster bank with a takeaway is set to be refused for a second time.

The application is to change the use of the former Barclays bank premises, which closed in May 2015, in Station Road.

In March Maldon planning officers recommended the application for approval but councillors rejected the plans as they said the scheme would be too noisy and too smelly.

If approved the takeaway and restaurant would offer Mediterranean Turkish cuisine and would be open from midday to 11pm Mondays to Fridays, midday to 10.30pm on Saturday and 1pm to 10pm on Sundays and bank holidays.

A second application for the site was submitted in May.

Planning officers have now recommended the south eastern area planning committee delegates the refusal decision to the director of planning and regulatory services, Nick Fenwick.

A report which will go before the committee said the plans should be refused due to the site being in a “sensitive” setting within a conservation area.

It added: “The proposed change would result in a loss of amenity and demonstrable harm to the surrounding residential properties due to the nature of the proposed use, the extended opening hours which would include evenings and weekends, resulting vehicle movements and noise and odour disturbance.”

The report said the plans also did not provide sufficient parking.

The council’s south eastern area planning committee will meet at the council offices in Princes Road, Maldon, on Monday at 7.30pm.
