The homes are proposed for a plot north of North Road, on the edge of the village of Tollesbury.
The outline plans include new public space, a children’s play area, and landscaping and drainage work.
Currently, the 1.43‑hectare site is private grazing land with no public access.
According to the applicant, the development will create a "proportionate rounding‑off" of the settlement, rather than a major extension into open countryside.
If approved, the outline application would allow up to 25 dwellings, of which 12 are proposed as affordable homes secured through a legal agreement.
All detailed matters - including layout, house design, access and landscaping - would be decided at a later "reserved matters" stage.
The scheme is described as "landscape‑led", with most boundary hedgerows and trees retained and strengthened.
A themed play area is proposed, drawing on Tollesbury’s maritime, agricultural and rail heritage with "sail, plough and rail" themes.

Access to the site is planned to be via an improved version of the existing field entrance on North Road.
A pedestrian-only link will also be included, allowing residents to cross North Road to the existing pavement and connect with the village and public footpath network.
From the site, the High Street is estimated to be a four‑minute walk and the primary school a nine-minute journey on foot.
A flood risk assessment submitted with the application states the site is not at significant risk of flooding and surface water will be managed using sustainable drainage features and controlled discharge to the existing watercourse on the eastern boundary.
A draft Biodiversity Gain Plan forecasts a 13.75 per cent net gain in on‑site habitats and a 34.05 per cent increase for hedgerows, due to habitat creation and improvement.
There is no recorded planning history for the site, which has remained in agricultural/grazing use. The applicant says early approaches were made to Tollesbury Parish Council and local group HART.
