This temporary arrangement is set to fill the gap until permanent facilities are built.
The transformation of the current site office, located at the southern end of the Burnham Waters site, adjacent to the B1010 Maldon Road, was recommended for approval in a meeting of Maldon District Council's planning committee.
The site office, which was previously approved through an outline planning application, will undergo minor internal and external changes to accommodate its new functions.
Internally, some walls will be removed to create a more open-plan space with seating and tables, alongside a back bar and servery area.
Externally, the approved parking spaces will be used as a temporary outdoor seating area, with a 2m-high fence to be erected for refuse storage.
The community hub, which will be operated by one member of staff, will open its doors to residents from 7.30am to 11pm, Monday to Saturday, and 8am to 10pm on Sundays and bank holidays.
The café will operate using small-scale electrical kitchen appliances, such as a coffee machine, microwave, and toaster.
No ventilation for cooking is proposed, and there will be no amplified speech or music.
The report concluded that the temporary use of the site office as a community hub would not harm the appearance or character of the locality.
It stated: "The proposal would not lead to any additional built form in this location, which is outside of the settlement of Burnham on Crouch but is within a site that has permission to become a community retirement village and is currently subject of that development."

The proposal, while increasing activity in the area, was deemed insignificant enough not to have any significant impact on the landscape or countryside.
The changes to the building's external appearance, including alterations to windows and doors, were considered minor and not detrimental to the building or its surroundings.
The parking area will now provide 21 spaces, a reduction from the previous 25 due to the new outdoor seating arrangement.
