A CONTROVERSIAL bid to build four new bungalows at a site which has been the subject of a number of redevelopment proposals has been refused.

Proposals to build new chalet-style bungalows on land rear of Mill Farm in Stoney Hills, Burnham, had been submitted to Maldon District Council.

The plans received 12 objections and no supporting comments.

Residents raised road safety concerns as well as drainage, traffic and noise issues.

One objector said: "The new proposed development is at the most dangerous and narrowest point in Stoney Hills.

"There is limited access to the proposed site and certainly no passing points.

"Cars and pedestrians including school children exiting and accessing Stoney Hills have no choice but to tentatively tackle this blind corner at their peril."

However, a planning statement argued: "The proposal will provide a vehicle and pedestrian passing place which will assist safer and smoother running of traffic along Stoney Hills."

Objectors also argued the site is already overdeveloped.

A planning officer noted Stoney Hills has been "the subject of a number of redevelopment proposals over recent years".

While recommending the plans for refusal, the planning officer said the development would not have an adverse impact on the amenity of neighbours.

It was seen as acceptable in terms of highways safety, access, parking, nature conservation - subject to a financial contribution towards RAMS being secure - and drainage. 

The council refused the plans as it said the development would materially harm the character and appearance of the area.

It also noted each home would have one bedroom which would not be provided with an adequate outlook and therefore would not provide an adequate quality of life for occupiers.
