Waltham Abbey Town Council has voiced no objection to plans for five flats above the Co-op supermarket in Sun Street, Waltham Abbey.
Initially eight properties were proposed but the scheme has been reduced to five - four two-bedroom and one one-bedroom - following pre-application advice from Epping Forest District Council.
Committee chairman Jodie Lucas said because of the town centre location there was no requirement to provide parking.
She told today's planning and licensing committee meeting: "I can't see any objection. They are raising the roof height but it is set back and not overlooking anyone."
A report from dpa architects, submitted with the planning application, states: "Three flats will be duplexes and two will be single-storey. Each would comprise an open plan living/kitchen/dining area.
"The bedrooms of the duplexes will have a bathroom with an additional shower room or WC. The single-storey units will have a family bathroom."
