Powys County Council is urging residents to remain indoors as it deals with the impact from Storm Dennis.
The county has been hit hard over the last several hours with many roads becoming impassable due to flooding.
A Powys County Council spokesperson said: “Storm Dennis has had a major impact in the county with roads impassable due to flooding and some towns and villages being cut of due to flood water.
“Our staff are working extremely hard to deal with the impact. However, we would urge residents to remain indoors and do not travel unless it is vital.”
Traffic Wales has also issued a warning to motorists who are ignoring signs along the A483 in the Builth Wells area.
"We are receiving reports that road users are ignoring the Highway Code and attempting to use one way streets due to roads being blocked to flooding", they said.
"Please do not ignore the signs . Roads are closed for your own safety".
