An elderly couple were left puzzled by a stern council letter accusing them of owning a noisy dog - when in fact they have NO pets.

Denis and Grace Bard have never owned a dog, but the couple received a letter from Maldon District Council two weeks ago warning them that a complaint had been made.

The letter, written by environmental health officer Chris Cornish, states: “I write to inform you that I received a complaint concerning alleged nuisance noise from your premises relating to a dog barking.

“The complainant is now keeping a record of noise incidents.

”Should this prove that a nuisance exists, I shall consider taking the matter further.”

The couple of Birch Gardens, Tillingham, know of a couple of dogs living nearby, but they do not believe either dog would make enough noise to warrant a complaint.

An inept individual or just a comedy of errors? Either way this reflects on Maldon District Council and is a waste of local tax payers money.
Surely if a letter threatening enforcement is issued, it needs to be backed up by some form of investigation, rather than what appears to be just the word of a complainant. As a Maldon District Council environmental health officer and a Director of a company offering amongst other things, 'Advice, Investigation and expert witness services for Statutory Nuisance problems', Chris Cornish should know better.
