Concerns have been raised after 250 empty legal high canisters were discovered during a Southminster litter pick.
The small silver canisters are likely to have contained nitrous oxide, also known as laughing gas, which is most commonly inhaled through the mouth.
According to the anti-drugs campaign website Frank, this method can lead to unconsciousness and even sudden death due to a lack of oxygen.
District councillor Adrian Fluker, who took part in the clean up, will be raising his concerns about the canisters with the Community Safety Partnership and Maldon District Council.
