A planning application to repair the collapsed front of the Hythe Quay has been submitted to Maldon District Council.
A section of the Hythe Quay in Maldon was fenced off in November because of subsidence, but the quayside was damaged further during the tidal surge in December.
Walkers and users of the quay have previously complained about the long wait for repairs.
If granted permission, repairs will include replacing the current concrete sleepers with sheet steel piles, repairing and replacing existing concrete aprons and improving service facilities on the quay front.
It is hoped a decision will be made in September.
