Maldon District Council is asking all residents to have their say on the scheme which provides financial help to low income households.
About 4,100 households get help towards their council tax bill and around 1,800 of these are working age households.
A reduction in Government funding has meant that at the moment, every working age household has to pay 20% of their bill.
A public consultation runs for six weeks from today and is open to everyone in the district, including local support organisations.
The scheme will be reviewed and agreed by a full council meeting in December.
