GL Hearn Ltd is looking to develop 3.7 hectares of agricultural land off Southminster Road in Burnham.
It backs onto gardens of homes in Beauchamps and is across the road from Burnham Cemetery.
The firm has yet to submit a full planning application, but Maldon District Council confirmed it did not need an environmental impact assessment.
