No-one in the Maldon district has used government-backed schemes to get on the housing ladder.
More than 100,000 households across the country in the last year used Help to Buy, where the Government lends buyers up to 20% of the cost, or Right to Buy, which allows tenants in social housing to buy their home.
However, no-one in Maldon has used either scheme.
It is one of three districts in Essex where residents have not used Right to Buy and one of only two where people have not used Help to Buy.
Across the east of England, only Maldon and Castle Point had not seen homebuyers use Help to Buy.
