Wetland areas in Heybridge could solve surface water flooding.
Countryside Properties plans to build 1,035 new homes, plus shops and a primary school in a new garden suburb to the north of the parish.
It is working with the Environment Agency, Essex County Council, Essex Waterways and Maldon District Council on a long term solution to tackle surface water flooding in and around Holloway Road.
It says wetland areas will collect surface water from the higher land to the north, which will be redirected west before being discharged slowly into the rivers Chelmer and Blackwater.
